The managers in the finance department are bullies. They actively talk badly about other employees in their teams and in other finance teams. They will never come to you directly with a problem they will just bad mouth you to other members of the team. Absolute bullies my only guess is they are miserable and have nothing going on in their lives. Entirely understaffed and employees are left to deal with the mess they have created
