With regards to career progression, we can see from the review that you're SSE level so normally your next step would be team lead. There's been a lot of work recently to strengthen this process further. Alternatively, senior management are working on defining a technical (i.e. non managerial) route too, and we're expecting pretty quick progression on this. It's not clear from your review what you feel is blocking your career progression, but we suggest you discuss it with your team lead soon so it can be resolved or any issues you've observed can be raised. (If you're not comfortable speaking to your manager, come and chat to HR or with your council rep.) With regards to your other concerns about goals and leadership, our tech is rapidly evolving, so we are highly agile to allow for this. However, the CTO and other senior managers operate an open door policy, so you should feel free to discuss any issues with them.
