The City has so much potential to be a great organization to work for, but hits a massive wall with the common problem of tenure. In spite of its potential, the vast majority of management has been there for an incredibly long time making it impossible for newer hires to act on the alleged mantra to institute change. Unfortunately, there won't be any tangible change until this current administration all retires out, and hopefully new talent is brought in at all levels to break up the cliques currently undermining the mission.
