Local office workers are some of the smartest in their fields.However, they are unable to use that knowledge to better the organization due to constraints from above.

Cons

Ownership doesn't want employees to 'stretch' themselves. "Stay in your lane" is the common answer to many requests. Ownership lacks a coherent vision, or if they have one, fail miserably in communicating it to employees.
