For IT department, they might recruit you to help improve the infra, software etc. to make the flow more seamless. When you recommend the ideas, the ideas are being ignore or the manager will say that project require money and we do not want to cut the bonus of the staff because we spend the money to upgrade. Yet the cost to upgrade is not that much compare to the profit of the company make each year. therefore, i assume they want you to improve the infra software and etc. without using a single penny. After that, the manager will blame you that you know nothing and do not do anything to help the company.
