Senior management is very stubborn about certain things, like I'm sure is the case in many companies. For example, the most casual attire you are typically permitted to wear is business casual. They also insist that none of our employees can work from home effectively, even though that is clearly not true. Several employees have had equal or greater performance when working from home, but are still not permitted to do so even though the governor said that those who could should continue to do so. They have not offered any good justification for this decision, and don't seem to care that we object, or that the order says that. We continue to lose much of our best talent because of this.
Additionally, there is a large disconnect between the business side of things and the IT side of things. Often IT will be strong-armed into doing things that are impossible to do correctly/safely.
Part of the culture is to be accommodating to others, and often gets so ingrained into people's heads that they often don't stand up for what is right or what is good long-term. On the opposite side of things, people often do not own all aspects of what they are working on because they believe certain parts to be someone else's job. People need to think and do things more for themselves instead of blindly passing work off to others.
