Mandatory classes on ownership and feedback are given but not used. Ownership is encouraged, meaning you should take responsibility and be accountable for your work. Unfortunately it is not enforced. This lack of accountability creates a lot of work for people that notice the problems. If you notice it, you fix it despot if it's your job or not.
Feedback and open communication are taught in developmental training. These classes are written by experts but taught by HR. Management does not participate in receiving feedback.
A career development guide and class list are available to every employee but management will not participate in its employees growth and development. Their focus is only on their own career opportunities. Senior management will tell you what you do wrong but they will not help you improve. Basically, if you aren't on the path they won't help you get on it.
Several executive positions are open or soon to retire and it is clear that senior management's only concern is getting that executive position and not on work or employee development. It is a race to the top and everyone is in.
