There is favoritism, especially some senior managers and leads get a lot of credit just by their presence even when they do nothing. Many of them do not take up full time project or delivery responsibilities. Things become worse when they get goal achievement by spending all their time on some random initiatives (mostly on paper) while others are pushed into multiple projects, in a way- getting little time for meeting the requirements for the goals achievement. This allows some to play with the system and take advantage of the freedom.
The other problem is the lack of enough space for all analysts to sit- if all of them are in office, some of them will have no seating space
