My supervisor was decent enough, but his boss was bipolar. One day everything would be fine, the next day the same exact thing would get you in trouble and yelled at. Other people knew about her tendencies but nothing got done about it. After the layoffs everyone was tense.

There is no encouragement for work/life balance at all. You are expected to be on call 24/7 even when you are not scheduled. Do more with less is the order of the day with no thought given to the stress level of the employee. Expect to work late often, get called at 2:00am for a problem that could wait until regular business hours and always be ready for the never ending rounds of meeting after meeting that accomplish very little. Like no raises? No promotions regardless how hard you work? Bad food in the cafeteria? Do you like being stuck in a corner and forgotten? But wait there's more. Incompetent managers and directors that give little or no direction and have been known to give directions that contradict previous directions given.
