Lack of diversity and unequal application of rules for staff an issue in IT

What the heck is going on in IT? It is unbelievable how competent people are over looked for promotions even if they have the experience required for the job. The job then goes to someone who is incompetent for the position. The business staff notice there is an issue. They notice people being promoted and then not being able to do the job well. Even though the lack of performance is noticed by the business, they are the same people that get high ratings for inadequate work. The diversity of the IT department is heavily skewed to one nationality. White people and especially white women are targeted, bullied and forced out in favor of promoting and/or hiring more of the already heavily represented nationals. Sr. Directors have created an environment where people don't want to voice opinions, question decisions or provide ideas for fear of becoming a target. Statements like; "staff is just unhappy and complain about everything". " we read and compared the comments in the employee survey to identify who wrote the negative comments so we could address it". The culture has been like this for the last 4 years. This started with the hiring of the current CIO. His inability to lead a technical department (because he admitted to having no technical experience)left the control of the department to the Sr. Director of Development and now Sr. Director of Project Management and Governance. I find this interesting considering it was previously recommended by an independent firm, hired to review the IT department, that she be fired for participating in intimidating behavior towards the staff. This behavior continues and the people being targeted are people who can be considered competent and white. 8-10 white women have been targeted and bullied in to resigning their positions and women currently in the department are being targeted. Does no one in executive management see the lack of diversity in the IT department? Is no one aware of the discrimination or bullying issues? Also, there isn't consistency when it comes to the rules. For instance development attended training, even though the CIO suspended training. The management council does nothing. HR does nothing. Legal does nothing. The executive director is just waiting for a Democratic Whitehouse so he can get back into the Pentagon. He is not looking to fix anything.
