Management is either barely there, or completely up your business. The newest version of "upper management" totally exceeds all negative meaning of micromanagement, taking it to new and exceedingly toxic levels. Constant checking to see if people are really working Assuming that no one else knows how to do anything Assuming everyone is too stupid to go do their assignments on their own without near-constant prodding, which of course distracts them from doing their assignments Shot-gunning the same question/assignment to multiple people so he can compare answers and performance... Single-handedly turned Joby in The Hunger Games. No one I know feels comfortable or safe in their job anymore. Stress is at an all time high. Productivity is down because of all of the time spent answering stupid questions about whether you are working or not - and everyone spending time complaining to each other about how horrible things are. But at least this behavior just got promoted, which casts huge doubt on the rest of the company's management as well. The CEO used to be revered at this company as someone who truly cares about his employees. Keeping this behavior around is shattering that view. Promoting him is only accelerating the fall.
