Turmoil, Confusion, and Unrealistic Expectations

Cons
Upper Management is spinning their wheels and pushing down on middle managers who seem to afraid to tell them their ideas won't work and are unrealistic. Middle Managers in turn push timelines on deliverables that they know can't be met because they told their bosses it would be done. A lot of the actual work relies on contractors in various departments who are now unmotivated because they are expected to increase their output for no additional compensation. These contractors also feel like they are being taken advantage of more and more as the amenities are stripped from their primary site, people are being laid off, and there is a constant churn of Scientists and Management through all the departments.
