The workers are dedicated to children's safety and well being. The ethic is safety first and if capable family empowerment. Community partnership is the paradigm shift shaping its mission.

Cons

The bureaucracy is it's on nemesis. Their inability to listen to the clients needs and the worker's requests to meet them is the reason for recidivism, the rising number of foster youth emancipation and employee turn over.
