HR is delusional. They are in their own world and tend to attract and retain absolute garbage. Engineering projects are strictly based upon the requirements or requests of a key customer (very reactive-- marketing doesn't exist here) and are almost always the same old junk in a new package or a simple derivative of a 20 year old 3 terminal device. This is a great place for people with no talent, no degree, no skills, since even vegetation is capable of eventually hacking an old 3 transistor device into a 'new product', given enough time and money (though qualified individuals can achieve similar results in 5% of the time, if they were willing to work here).

Managers do not have metric tied to employee's satisfaction. In fact, there's no way of giving them feedback without escalating up. Some managers, including mine, are terrible but rely on good engineers to look good. The old engineers will stay because of the paycheck, the new engineers stay around 2-3 before finding better opportunities.
