Shifts in values have made employees feel that they are secondary to almost everything else.

This was easily one of the worst jobs I could’ve ever imagined. Teams that don’t meet, no morale, no budget for social activities, bosses that also don’t like their job thus cyclical reactive environment. It is textbook matrix environment. Everyone keeps their heads down, they don’t really engage with each other, nor do they care to be at work.
