I have never had to complete more paperwork, and useless paperwork at that, in my entire life....combined.

I have a solid background in management, management training, process implementation and operational audits. Having said that I feel fully qualified in relaying my findings. Each and every manager that I interacted with, including the Local Census Office Manager had serious management issues. These issues start with lack of leadership qualities, organizational and many others. This may very well be confined to this LCO, but my gut tells me that it is not the case.
