Government job, objective hiring criteria, wfh somewhat, statistical targets determine performance reviews

Government job, statistical targets determine performance reviews, targets are NOT within employee's control to achieve (penalized if targets do not respond, penalized for time to go to assigned locations, etc.) Work will be removed if not completed quickly enough, meaning loss of income, even though it might only be 4 days into the work cycle. Use your OWN phone, so the public will have access to your personal phone number (easy to find your address from that), use your OWN car, YOU pay for any accidents even if you are not at fault. VERY low pay - starting pay higher at Target or Walmart than pay after 4 years at Census Bureau. Dangerous areas, required to work 9am-9pm 7 days a week, even part time.
