Pros
Awesome benefits and very generous with hotel & other allowances. Generally semi-competent senior officers that are fairly laid back and aren't too motivated at man management. If you failed to complete an assigned project or hit target goals, you won't get reprimanded, but possibly a promotion since emphasis is placed on your past ability to obtain a bachelors or Masters degree.
Cons
Competence is not rewarded. Opportunities for advancement are limited, depending on who you know along with your racial background (there are certain quotas that must be met). The ability to resolve any situation is lengthy because of the bureaucratic process. Tax payer dollars are disregarded, especially at senior management level, where there is minimal to zero accountability on how funds are handled. The most inefficient means is usually undertaken for a particular task. For instance, instead of having a conference call over the phone or on skype, we use tax payer dollars to fly us out to various locations, which is a redundancy that is perpetuated on a monthly basis or more.
