You need to play the game to even have a shot at a promotion or raise. I was there for over 4 years and I saw certain people get promoted over and over again regardless actual merit. It was the game you had to play for favoritism. I was constantly passed over for a raise or promotion regardless of the hard work. Apparently doing more than your job description is actually considered "meets expectations" during the review cycle. You can circumvent this though if you know how to talk to people and upper management.
