Dealing with creepy coworker - Sales Associate Miniso Employee Review

HR purposely delay on addressing the creepy coworker despite all my other coworkers having problems with Chris the creepy co-worker. All my other coworkers said he can't do basic tasks properly. It's terrifying he kept hovering behind me when we had to clean up during closing time especially when I was assigned to clean the employee bathroom and I can see his reflection in the mirror as I was emptying the trash can.
