Pros

Lots of sharp, smart people in the department

Cons

CAO has Directors and above that they control and who will do what they want at the expense of other employees in the group. Hires friends in at ridiculous pay rate while others in department are not paid market rate and looked at negatively or pushed out if they speak up about pay or any other unfairness in the department. CFO only cares about the bottom line and how their stock shares are impacted. Protects the senior leaders of the department which leaves managers and staff voiceless/helpless Employees expected to always be available HR used to be controlled by upper management of this and other departments which allowed leaders to treat people horribly without any checks or accountability.
