Pros
MOCA is good for getting your foot in the door on large dollar value and/or federal construction projects. New graduates will likely be exposed to large projects and expanded roles they would not typically see with a larger firm.
Cons
Management is profit centric and sales hungry. It is a typical consultancy in many ways, if you aren't bringing in new work, no matter how well you execute you will not been seen as highly prized. Work life balance is non existent in many cases; the travel requirements can be grueling as there is little to no work near the corporate headquarters in MA. Turnover rates are excessively high. They fire people and call it a "layoff" before the end of the quarter (when they record profits for upper management bonus pools) then hire someone new in the same position a month later. That makes working here like playing russian roulette, you never know when your time has come and you live in constant fear.
