Company has no idea what business analysts and project managers are supposed to do when it comes to IT. They trust their project managers too much and are obsessed with ticket pointing but the project managers don't even understand code so how would they evaluate whether a developer is pointing correctly? The most unproductive devs would give themselves lots of points while the most productive devs would be honest but look "bad" to the eyes of the project managers. But the project managers and business analysts were completely clueless.
