There are times when there is no work/income available when no major catastrophes are occurring. In 2015, there was absolutely no work/income for the entire year!

Pilot has been run a certain way by the same handful of personnel for years, most of whom are highly change-averse. This can get in the way of making real progress, as egos often need to soothed/negotiated before new ideas can be discussed and innovative approaches to problems can be pursued.
