Technical leadership is expensive, the costs at odds with the state funding and diminishing reimbursements from federal and private insurers. Frequent overruns and budget cuts are straining the staff and the infrastructure. Senior IT management can frustrate and micromanage teams aggravating the stresses and strains. Due to the nature of the funding and number of employees, wages are stagnant, all non-union and non-management employees get the same increase (1% 3 years ago, 3% this year to offset the 3% increase in employee pension and benefits contributions) regardless of performance. Benefits are being withdrawn or reduced.
