Lots of micromanagement; too much cronyism and definitely a good ol' boy club If you went to college instead of coming from the military you were looked down upon Promotions are based on whether management likes you or not, not on your qualifications or merit Different rules for different people; employees are very rarely held accountable for their actions

Cronyism prevails, the good old boys system gets promotions instead of qualifications and abilities. There are very few true professional Intelligence Officers and Analysts, most have been promoted from clerical or other fields with little to none Intelligence training or experience. At the time, I was the only career Intelligence Officer in HSI, non of the management were professional Intelligence Officers. Intelligence reports were merely history reports or regurgitation of open source news paper reporting, with little to no value at all.
